2007 Program Highlights

Tupper Lake Office of Small Cities Strategic Planning and Technical Assistance Project as a foundation for a community vision and success in securing Smart Growth funding.

Town of Franklin Green Community Technology, Inc. $64,000 in funding administered by the NY Power Authority toward energy efficiency upgrade.

$116,000 Adirondack Park Regional Assessment Project (APRAP) in partnership with the Adirondack Association of Towns and Villages (AATV) and the Towns of Chester and Arietta. Selection of The LA Group, development of a Community Survey to 103 towns and villages, and review of secondary data in the development of regional assessment data to profile Adirondack Park community attributes, infrastructure and economic development needs and opportunities.

Comprehensive Economic Development Planning Saranac Lake—building on green technology and businesses with the goal of Saranac Lake being recognized as a center for environmental and biological research. Saranac Lake and ANCA were recognized as core team members with the Syracuse Center for Excellence.

Participating member with Community Broadband Network (CBN) in the development of broadband and wireless communications.

Coordination and support of Heuvelton’s successful request to the NYS Department of Transportation to uphold the community’s recommendations on the design of the proposed new bridge for the community.

2006 Program Highlights

ANCA provided outreach to Tupper Lake with preparation of a Governor’s Office of Small Cities application as a joint application between ANCA and the Town of Tupper Lake. 2006 Strategic Planning Technical Assistance Funding of $24,600 was awarded to the Adirondack Park-wide Economic Development Planning Project. With ANCA’s assistance, the project will engage a contractor and various stakeholder groups as well as business and governmental leaders.

ANCA worked with Green Community Technology, Inc. in their partnership project with the Town of Franklin to address town planning needs in relation to infrastructure and building life cycle costs, renovations, new construction and the potential utilization of green technology.

ANCA secured $92,800 in Quality Communities grant funding toward an Adirondack Park Regional Assessment Project in partnership with the Adirondack Association of Towns and Villages and the Towns of Chester and Arietta. Funding will be used for a regional planning project to assess the water and sewer infrastructure of Adirondack Park communities and to assess the obstacles and opportunities Park communities experience in their economic development.

ANCA worked with the Natural History Museum of the Adirondacks in building plan development leading into the July 4, 2006 opening of the facility. ANCA’s Board of Directors hosted their September 21, 2006 meeting at the facility and invited ANCA members to tour the museum and the Boardwalk which was supported by ANCA and the NYSDOT.

ANCA renewed a Memorandum of Agreement with the Town of Tupper Lake to provide planning services, grant development, and governmental outreach to county and state government.

Staff worked with the Town of Tupper Lake to address questions in the development of the Adirondack Club project and the town’s oversight of the developers’ submission of an application to the Adirondack Park Agency and the Town Planning Board.

Staff participated on the Advisory Committee for the Saranac Lake Community Economic Development Strategy (CEDS) and assisted with contractor selection and project development.

ANCA maintained a partnership with ComLinks in their implementation of a $530,000 program for the Northern New York Women’s Business Center and provided technical support and workshops for businesses through ANCA’s Craft Development Program.

Staff participated in the Advisory Board of the Adirondack Community Fiber Network Project and requested increased federal and state funding to support construction in the three counties of Essex, Clinton and Franklin counties.

ANCA participated as a member of the On Track Partnership in requesting that funding from the New York State Transportation Bond Act of 2005 be committed to the restoration of the Adirondack Rail Corridor with a particular emphasis on establishing a link to Tupper Lake from Saranac Lake and Lake Placid.

ANCA provided a support letter to the Adirondack Railway Preservation Society in their successful efforts to secure $1M in NYSDOT Enhancement Funding towards development of a rail travel corridor to Big Moose.

ANCA assisted Comlinks in securing additional funding of $400,000 for the Microloan Program.
Infrastructure:

ANCA continued to encourage local involvement in DOT planning efforts. ANCA prepared a DOT contact sheet for use by plan implementers in establishing a communication network for Adirondack, Olympic and Central Adirondack Byway communities to seek assistance with their transportation and related community development projects. ANCA alerted community members along the Central Adirondack Byway of a public meeting on November 15, 2006 for a Route 28 NYSDOT Improvement Project. ANCA staff attended the November 15 meeting and provided input on the community members’ requests for traffic and safety improvements on the corridor, inclusive of sidewalks.

ANCA staff attended a March NYSDOT meeting in Albany to discuss how ANCA can best partner our community work and communications with the NYSDOT. The meeting followed on ANCA’s goal to develop an ongoing dialogue with community members about planned roadway construction on the Byway corridors and to have a mechanism within DOT to have ANCA on a contact list for advance meeting notification.

ANCA prepared correspondence to NYSDOT regional engineers to communicate transportation and safety projects inclusive of signage, traffic calming, sidewalks installation, traffic light installation, and proper markings of motorized routes at hamlet and village boundaries for communities involved in ANCA’s planning work for the Central Adirondack, Olympic and Adirondack byways.

ANCA guided local businesses through the NYSDOT process of installing Tourist Oriented Directional Signage (TODS).

2005 Program Highlights

Outreach to the Tupper Lake Revitalization Committee with preparation of a Quality Community application as a joint application between ANCA and the Town and Village of Tupper Lake.

Worked with the Natural History Museum of the Adirondacks in project development and in securing public funding. In late summer 2005 Governor Pataki committed $5M to the project.

Worked in Tupper Lake to address the potential reuse of the ski facility and planning for the Adirondack Club project.

Assisted the Electrical Power Commission in Tupper Lake in addressing community electrical power needs and coordinated contacts with the New York Power Authority, Niagara Mohawk Power, congressional and New York legislative leaders, and the Governor’s office.

ANCA’s Board of Directors provided a letter in support of the Tri-Lakes Reliability Project.

Provided outreach to Saranac Lake’s Red Carpet Tourism Committee to discuss the Olympic Byway Planning and Tourism project and its impact on community development. Staff provided traffic information and community goals identified in the Olympic Corridor Plan.

Staff assisted with streetscape recommendations for the Community Development Office for historic color paint restorations in the business district for the $200,000 New York State Housing grant that ANCA received in 2005 and is administering for the Village of Saranac Lake.

ANCA maintained a partnership with ComLinks in their implementation of a $530,000 program for the Northern New York Women’s Business Center and provided technical support and workshops for businesses through ANCA’s Craft Development Program.

Staff participated in sessions to address long-term infrastructure needs with involvement with the Adirondack Community Fiber Network Project.

Staff participated in discussions about the potential for the Adirondack Park as an Energy Smart Park where energy conservation and planning is promoted as a vital element of community and economic development. Staff developed a contractor database to enable North Country Energy Smart Communities and NYSERDA to present training information to increase the number of contractors in the North Country eligible to conduct home/business energy audits.

ANCA worked with the New York Power Authority to recruit businesses to a September 17 Energy Fair in Saranac Lake that was open to the public.

Staff worked in partnership with the NYS Tug Hill Commission and Jefferson Community College in the presentation of an Energy Tour and Renewable Energy Forum that was hosted by Congressman John McHugh and Senator James Wright in Watertown. Guests were invited on a tour of the Maple Ridge Wind Energy Farm in Lewis County and the Rodman Landfill to view and discuss alternative energy options.

2004 Program Highlights

ANCA staff worked with the Natural History Museum of the Adirondacks in site development and in securing public funding for the project.

ANCA staff worked in Tupper Lake to address the potential reuse of the ski facility and planning for the Preserve at Tupper Lake Project. The Board of Directors hosted ANCA’s Annual Meeting in Tupper Lake in December 2004 with a featured presentation by the developers of the Preserve project.

Staff provided assistance to the Electrical Power Commission in Tupper Lake to address community electrical power needs and assisted with contacts with the New York Power Authority, Niagara Mohawk Power, congressional and New York legislative leaders, and the Governor’s office. Staff attended Governor Pataki’s announcement that a solution had been secured to address Tupper Lake’s electric needs through an agreement that included Lake Placid in the benefits of transmission improvements and installation of a 46-kilovolt compensator at the Tupper Lake substation and a 115-kilovolt unit at Lake Colby in Saranac Lake.
