2006 Annual Report A Message From ANCA’s Executive Director2006 was a milestone year in the Adirondack North Country Association’s fifty-three year history. With the leadership of Senator Little, ANCA benefited from the support of Senator Bruno, Senator Wright and Senator Meier in the restoration of ANCA’s funding in the Executive Budget. We are deeply appreciative of their commitment to the work we do for the benefit of our Adirondack North Country Region. On a personal note, the year was also a twenty-year milestone of my work at ANCA. I can still remember those early days in July of 1986 when ANCA was planning an economic development program to provide competitive grants throughout our region. Those were heady times and we still see the footprint of our early outreach in the 80s when we grew as an organization under the leadership of Roger Tubby, Wayne Byrne and Frank Augsbury, Jr, amongst so many others, into the ANCA of today. Early in 2006, and following a year of planning work, ANCA’s Board of Directors adopted a Strategic Plan 2006 – 2010 at its March 16 Directors’ meeting. The plan presented regional issues and opportunities and ANCA’s role as an advocate and provider of services and programs. The strategic planning process reaffirmed ANCA’s commitment " to economically viable communities and an improved rural quality of life." The plan identified a major shift in the Association’s work and looked beyond the longstanding programming of ANCA in the areas of Agriculture, Tourism, Economic Development, Services and Culture, and Natural Resources. Following the adoption of the Strategic Plan, ANCA worked on six broad strategies including Enterprise and Economic Development; Quality of Life; Culture and Tourism; Working Landscapes; Capacity Development; and Regions and Subregions. Additionally ANCA will continue this strategic outreach over the next four years. The planning directives, combined with the restored allocation of state funding resulted in a transformation of our programming. In the fall of the year we were pleased to welcome Greg Hill as an additional Community Assistant Specialist to the ANCA staff to assist with community outreach services. ANCA benefits from Greg’s twenty-two year history of work at the Adirondack Park Agency and his background in community planning. Following Senator Little’s fall announcement of ANCA’s receipt of NYS Department of State Quality Community Funding toward the Adirondack Regional Assessment Project, we recognized Greg’s expertise would be of tremendous benefit as we planned to implement the program in partnership with the Adirondack Association of Towns and Villages, and the towns of Chester and Arietta. Additionally, other project opportunities, including Blueway Planning in the towns of Webb and Wilmington, the Lake Placid/ Saranac Lake Pathway Project, ANCA’s work with the Saranac Lake Community Development Strategy and Red Carpet Team, and the funding allocated to Tupper Lake through the Office of Small Cities would all fall under the umbrella of our renewed outreach in community services. During the summer we hosted a meeting at the newly restored Woods Inn in Inlet to celebrate the completion of the Central Adirondack Trail Byway Corridor Management Plan. The project benefited from our partnerships with CAP-21, the Herkimer County IDA and the Warren County Planning office and staff were available at the June meeting from those offices to provide commentary on the regional planning work. The completion of the CMP marks the third completed plan following on our earlier successes with the Adirondack and Olympic Byways. In combination, the three Byway projects have covered hundreds of miles throughout the North Country, and have documented conversations with numerous community members and leaders. We are proud of the NYS Department Transportation projects in that they have provided a strong foundation for grass-roots dialogue that we believe will complement projects underway in Blueway planning scheduled for 2007 with funding from the NYS Department of State. Through our Working Landscapes projects we made progress in the utilization of $99,017 in USDA Forest Service funding toward the rewrite of a national marketing publication for the benefit of wood based companies. We continued our partnership with Heifer Project International, Inc. and provided ongoing support to the Northern New York Farm Partnership Network, a grass-roots network for our regional farm producers. Through ANCA’s work in a wide range of disciplines we have continued our commitment to the Adirondack North Country Region. Our efforts with the On-Track Partnership demonstrated our long-standing interest in the renovation and revitalization of rail service along the Adirondack Corridor. Other projects, including the Adirondack Invasive Plant Project with the Adirondack Nature Conservancy, and the Black River Scenic Byway Corridor Management Planning with the NYS Tug Hill Commission demonstrate our extensive reach throughout the Adirondack North Country that is home to so many of us and a destination for countless travelers. In the fall of 2006 our work with the Common Ground Alliance provided a unique message to the gubernatorial candidates about the interests of ANCA and twenty-nine other business, environmental and municipal leaders in ensuring the environmental and economic future of the Adirondack Park. We know this type of dialogue must continue and we look forward to additional discussions and events planned for 2007 in the continuation of The Blueprint for the Blue Line. In addition to the Blueprint communication, ANCA’s Board of Directors developed a Strategic Action Agenda which was also distributed to the gubernatorial candidates. ANCA’s Agenda identified the need for a comprehensive approach in providing regional services and programs in the areas identified in the Strategic Plan 2006 – 2010. ANCA’s regional outreach and successes are made possible through each of you and the countless individuals who contribute both financially and of their time in ensuring ANCA’s programs are meaningful for our residents and communities. We are thankful for the sustained partnerships we share with the many organizations, state agencies, and municipalities committed to the future of the Adirondack North Country Region. We are grateful for your participation with us and we look forward to continuing our work with you in 2007. It has been my greatest pleasure to be involved with you and ANCA for the past twenty years.
